During his visit to Changlang earlier, responding to a public memorandum, he had assured to create a new administrative circle with its headquarters at Kantang.

MIAO, Feb 23: K K Muklom (56), businessman turned social worker and politician died early this morning at his Miao residence after a brief illness. He had been suffering from kidney and liver ailments and was being treated at Delhi. As per his wish, he was brought back from Delhi on February 21.
He leaves behind his aged mother, wife, and two children including Pinna K Muklom, the General Secretary of the Arunachal Pradesh Youth Congress and former Chief Reporter of The Arunachal Times.
His final rites would be held on Monday at his native New Chingsa in Kharsang circle. As the news of his demise spread, a pall of gloom has descended in Miao subdivision. Thousands of people including the Minister of Food and Civil Supply, Geology and Mining Kamlung Mosang have paid their last respect.
Born on 4 April, 1959, Muklom was a successful businessman who dabbled in construction, iron and steel, timber businesses and tea plantation. Later he shifted his focus to social work winning a Lt. Governor’s Silver Medal for social service done for the people of Changlang district in 1986. He built many education institutions and community halls in interior villages of Changlang with minimal government funding and worked tirelessly for road and water connectivity.
In his political career spanning over 30 years, he stood for elections for Arunachal Pradesh Legislative Assembly from 50 Miao ST Assembly Constituency in 1990 and 2004 respectively as an independent candidate.
He had started his career in politics as an active member of Congress in 1980 and was subsequently appointed as Tirap District Youth Congress president. He later left the party to join Janata Dal and BJP but rejoined Congress.
Inspired by his social and developmental work, he was nominated to serve in various
government and autonomous organizations including as a member of Telecom Advisory
Committee for North East Telecom Circle from 1985-
Meanwhile, the Arunachal Press Club and Arunachal Pradesh Union of Working Journalist have condoled the demise of K K Muklom, a prominent social worker of Miao town. Late Muklom is father of Pinna K Muklom, the former journalist with The Arunachal Times. The two organizations while conveying condolence to the bereaved family, remembered the contributions of late K K Muklom for welfare of people of the state in general and Changlang district in particular.
ITANAGAR, Feb 23: Arunachal Pradesh Governor General (Retd) J J Singh will grace the ‘Army Mela’ at Dhemaji in neighbouring Assam on February 28 next being organized by the 56 Infantry Division of the Indian Army.

Bike for police patrolling at Pasighat
PASIGHAT, Feb 23: Education Minister Bosiram Siram today flagged off three motorcycles provided by the district administration to the Police for patrolling purpose.
Speaking on the occasion, Siram said that introduction of the motor cycle patrolling will be of great help to contain and minimize the crime rate in the township. He appreciated the District Administration and the police for their painstaking efforts and the innovative ways to maintain law and order and to bring crime rate down.
In case of any emergency, the public should inform the police immediately and lend full cooperation to the police, appealed Siram. He also exhorted the police to react immediately and take prompt action so that the public confidence is not lost. Lamenting the frequent fire accidents in the town, the Minister appealed all to be cautious and take preventive measures. The bikes will help in attending such emergencies also.
Siram also informed that CCTV cameras at vital and strategic locations would be installed soon. The Govt. is contemplating to deploy more IRBN personnel which will help in maintaining law and order and check pickpockets. money snatchers, drug addicts and other crimes. Since the safety and security is of prime importance, he appealed all to contribute in making Pasighat a crime free town.
Deputy Commissioner RK Mishra informed that besides motorcycle patrolling, four mobile phones with one year paid up bill will be provided to police so that they can act promptly.
Superintendent of Police Pushpendra Kumar assured that no stone will be left unturned to maintain law and order, peace and tranquility and in checking the crime rate.

NYAPIN, Feb 23: S B Sharma, N Sahoo and Tadar Nyakum are as common as any common
citizen. They don’t move in air-
Engrossed to the hilt in their daily chores, this Statehood Day came as a surprise and a relief too. At least their service to the society – which is far from any lesser than anybody – was recognized.
In a novel initiative, conceptualized by local MLA Bamang Felix, the Kurung Kumey district administration awarded the threesome with commendation certificates and cash during this celebration on February 20 at Nyapin putting on record the contributions made by them in shaping a better society.
When government employees, particularly teachers, resort to all means to remain away from or getting posted to interior parts of the state, Sharma and Sahoo completed 20 and 17 years respectively at one place of posting in remote Kurung Kumey serving sincerely without a word of complaint.

On the other hand, a simple villager with the added responsibility of a Gaon Bura of Dolo village near Nyapin, Tadar Nyakum is an environmentalist to the core. He might not be a doctorate in climate change, Greenhouse Effect or global warming, but he sure knows nature is what gives and sustains life in the vicinity of his village and nearby areas.
Nyakum through his initiatives has successfully managed to preserve forests and wildlife at least in his jurisdiction that can be attributed to a Gaon Bura. Globally his success rate may be insignificant but it takes a single first step to complete a long journey.
Congratulating the three, Felix expressed optimism that they would set examples for others to emulate.
“The sacrifices of Sharma and Sahoo and the determination of Nyakum might not draw attention of the world but their services to the society in their own humble ways are lessons to be learnt from. On this Statehood Day I salute them on behalf of the people of Nyapin administrative division in particular and Kurung Kumey in general,” Felix said in his speech.
He also appealed teachers in general to take their job seriously without looking for comfort and an easy life. While assuring that the Government under the leadership of Chief Minister Nabam Tuki is taking every possible step to provide basic facilities to the teachers in remote areas, he called upon the teachers to sincerely work on the job of shaping a better Arunachal by imparting quality education to the youths.
Felix further emphasized on preservation of forests and wildlife and called for more Tadar Nyakums to evolve from the area.
In a bid to propagate the concept, a massive tree plantation drive was carried out on the day. Tree saplings of various kinds were planted in the premises of the ADC office, health center, inspection bungalow and Police Station.
The celebration was also attended by all Head of Departments of Kurung Kumey District including Deputy commissioner, Gaon Buras, Chairman and members of the Kra Dadii Multipurpose Society, students and villagers.
Bailey bridge brings cheer to Tigdo Colony people
ITANAGAR, Feb 23: Local MLA Techi Kaso, today inaugurated the recently constructed Motorable Bailey Bridge over Damsite Nallah connecting Damsite with Tigdo Colony and inhabitations in southern bank of Damsite Nallah. Among others Er. Talo Potom, ADM/CEO Itanagar, Er. Taniya Soki, Executive Engineer PWD, Er. T. Kena, Executive Engineer, RWD, Er Kholie Tath, AE PWD and Er Techi Nabo, AE PWD were present on the occasion.
It was a dream come true for the residents of Tigdo Colony as they have been pressing hard the authorities concerned for construction of said bridge for past few years. The colony was worst hit during 2008 flood and temporary bridges were washed away by flash floods on many occasions. The only passage remained was a temporary Bamboo bridge constructed by colony dwellers themselves for more than a thousand populace residing in the left bank of Damsite Nallah and transport colony.
The mothers were the happiest of all since it was too dangerous for the small school going children during rainy season. A glittering function was organized by the mothers of the colony to mark the important day under the banner of ANYA self Help Group (SHG). Colorful cultural programmes were presented by ANYA SHG, Upper Damsite Women Group, Upper Damsite Youth Association and children of St. Thomas School and St. Franscis School.
Er. Talo Potom reiterated that the people need to have civic sense in order to keep the surroundings clean in the capital city Itanagar. He requested the general public to cooperate with the authorities to streamline developmental process and contribute in making Itanagar Capital Complex a better capital city.
Techi Kaso congratulated the people of Tigdo for the newly constructed Bailey bridge and requested the general public to take good care of the bridge owing to its importance and hardship they have faced in the past. The MLA conveyed that he is always there to take care of the genuine necessities of the people. While replying to a single point memorandum by the people of Tigdo colony for an approach road from bridge point to left bank Upper Damsite, he said that it would be taken up in the next financial year and also added that the contribution of the colony dwellers will be crucial in materialization of the said approach road.
Later Tai Gungte, Chairman of organizing committee thanked the MLA on behalf of the people for his initiative in connecting the Colony with the rest of capital city and appreciated the speedy construction of the bridge by PWD and RWD under the guidance of its respective Executive Engineers.

Set up in 1980, the Giba circle is still devoid of basic amenities like electricity, road communication, health facilities. Villagers allege that government officials, including, administration, medical, school teachers etc are reluctant to stay in their posting places at Giba. The people’s hope for development of Giba after the creation of EAC post went in smoke. Giba sub division comprises 29 villages.
Informing the DC that teachers hardly attend school for few days in a week, the Head Gaon Burah of the village said teachers’ absenteeism is ruining the career of students. Further, there has been no officer since many years to settle or give legal judgment at the time of minor conflicts among villagers, he alleged. Further, there’s no water supply and electricity which deprived the people from enjoying modern day facilities like, internet, mobile phones, TV etc., he lamented.
He also informed the deputy commissioner that people here have been facing lots of hardship due to lack of the medical facilities and other life saving drugs. He said that patients are usually brought to Daporijo District Hospital even for minor ailments due to absence of doctors. Instead of providing proper medical treatment to patients suffering from disease like TB, malaria, they are being left unattended at the mercy of god for want of doctors. Due to lack of transportation proper communication, most of the patients succumb to their ailment before reaching to Daporijo Hospital, he claimed.
Every time, during the election period roads are somehow made motorable for campaigning purpose. After the completion of election, it again returns to its previous pathetic condition.

He diversified his activities from agriculture to Pisciculture during 2003 with establishment of a pond. Subsequently he developed water area of 2 hectare with assistance from the Department of Fisheries. In tune with the technology advancement he even adopted Integrated farming and taken up seed production activities. He is currently earning Rs. 2, 70,000 by selling table fish, fish seeds etc. His fish farm and activities have become a source of inspiration for other farmers of Lower Subansiri in particular and the state in general.
He was felicitated by the DCFR (Directorate of Cold Water Fisheries, Bhimtal, Uttrakhand) in recognition of his activities/endeavor in augmenting fisheries particularly in high altitude areas during October, 2009.

Sanjoy cautions people against electoral malpractices

PANIA, Feb 23: Lok Sabha member Takam Sanjoy today cautioned the people about the electoral malpractices in the recent assembly elections in Nagaland which could doom the prospect of aspirants.

Underscoring the importance of knowledge which could be gained through proper education, he empathetically told the gathering that education was the panacea to all ills confronting the tribal society.

A new species of catfish discovered in Arunachal Pradesh
ITANAGAR, Feb 23: The discovery of new catfish species under genus Pseudolaguvia
has been published in a New Zealand based famous International Journal “ZOOTAXA”
recently. This is the first new species under the said genus from the upper Brahmaputra
River drainage system discovered by Lakpa Tamang, an amateur naturalist of the state.
Prof. D. N. Das Principal Investigator, Fish Diversity Unit of the Centre of Biodiversity,
Rajiv Gandhi University, Doimukh, informed that the recent discovery of this new
species of this miniature catfish, named as Pseudolaguvia viriosa from Arunachal
Pradesh is new to science. Tamang is grateful to Tapang Saroh and Jivoni Saroh of
Sille village, who greatly and kindly supported and helped him in collecting the
fish, about 1 km upstream from RCC bridge over Sille river during 28 October-
Tamang says, the members of the genus Pseudolaguvia are small South Asian catfishes belongs to family Sisoridae. They inhabit hill streams and large rivers and so far known only from the Ganges River drainage (northern India) southwards to the Bharathappuzha River (southern India) drainage and eastwards to the Sittang River drainage (Myanmar). Including this new species, there are now only 15 valid species all over the world.
Diagnosis: The new species can be distinguished from other related species (congeners)
in having a combination of the following characters: eye diameter 10–15%, interorbital
distance 35–38% with proportion to Head Length. Body depth at anus 16.9–19.0%, length
of adipose-
As a naturalist, Tamang has exceptional interest on exploration of fish fauna of the state and as a result he has been able to discover two more new species of catfishes namely Erethistoides senkhiensis and Glyptothorax dikrongensis respectively from Senkhi stream and Dikrong River, Itanagar within last few years.
DLMC meeting on Govt schemes held
ITANAGAR, Feb 23: The progress and achievement made in implementation of various centrally sponsored schemes under ACA, SPA, NEC, NLCPR, RIDF, BADP and PM Package by different executing agencies were discussed in the 21st District Level Monitoring Committee (DLMC) meeting of Lower Dibang Valley held in the office chamber of the Deputy Commissioner yesterday.

that the Govt. has gave priority on physical inspection of the projects right from
the grassroots level and empowered the Circle Level Monitoring Committee (CLMC),

M Dirchi, DPO cum Member Secretary, DLMC requested the executing agencies for timely implementation and completion of various schemes. He also informed that Third Party Monitoring by NEDFi would soon inspect various projects under SPA, RIDF, NLCPR, BADP etc.

of Roing township road the department has been implementing the works like construction
of permanent bridge over river Sisiri on Dambuk-

Sitak, EE, RWD informed that under SPA, the department has executed a number of important projects like construction of bridges and culverts to establish link and magazine building to facilitate rural roads, 250 MT PDS Godown at Roing, RCC RTE cell/office at Roing, Lower Dibang Valley and also some important projects pertaining to Education and Health Departments.
He requested the DLMC members to visit the worksites of their ongoing projects.
Besides the heads of executing agencies, the meeting was also attended by Zilla Parishad Chairperson Chiliko Meto, ZPMs Namo Lingi and M Pertin. They requested the executing agencies to maintain transparency and sincerity while implementing their works for larger interest of the people.

My life as a teacher in Arunachal Pradesh

It was in the year 1937, that I was born in a non descript village, namely Hudumpur in the Southern bank of the mighty Brahmaputra, under Palashbari Revenue Circle of Kamrup District of Assam. On the 26th of November of that year, I was born as the fifth child amidst the eleven children of my parents, Late Kaliram Thakuria and Late Puspalata Thakuria.
Our family, though a middle class one, of independence era was well known in the South Kamrup for proficiency in cultural matters and local issues, in which our family, especially my father showed keen interest. He happens to be the 1st Indian teacher, later promoted to the post of Headmaster of Assam Survey School, located at Jalukbari, Guwahati working with Britishers. His association with the Britishers perhaps made him an ardent follower of discipline, hard work and punctuality; the virtue which he tried to instill in us too.
Coming to my education, I started my journey from village Primary School, then did my matriculation from R.B. High School, Palashbari. I got the opportunity to do my graduation from Cotton College, Guwahati and M.A. from Gauhati University.
Being son to a teacher father, I too had a desire for the teaching profession. But, never in my dreams I thought I would be realizing my dreams in Arunachal Pradesh, then NEFA and will be so contend at the end, as I am today. As I always say, I came here by chance and stayed and worked here by choice, to my heart’s content. Perhaps it’s true for every one of our times who came to work in various capacities in Arunachal Pradesh and stayed to serve here till the last.
Before joining in Arunachal Pradesh, prior to 1967, I rendered my teaching services at my native place for brief period.
And finally, it was in 2nd January 1967, that destiny brought me to Tirap District of Arunachal Pradesh, as a Subject Teacher at Higher Secondary School, Changlang. The 4 years at Changlang was that of sincere and dedicated service and an environment & vigourity between teachers (mostly young like us) and our beloved students. The innumerable social service tours to the villages and the various extra curricular activities for the society, which we organized are still vivid in my mind.
Meanwhile in 1964, in Pasighat, the important town of undivided Siang District, the 1st college of Arunachal Pradesh — the Jawaharlal Nehru College was established. At that time, the administrative headquarter of NEFA was at Shillong.
I joined J.N. College, Pasighat in 1971 as a lecturer and thus got to be part of the budding Higher Education system of this state, the system which was started from naught by doyens of stalwart of Educationist like Indira Miri, Shyamlal Soni, J.B. Ganguly, A.C. Borthakur etc. to name a few.
The J.N. College lectureship days were one of the most memorable phase for me. The college fraternity with the students and staff were more like an extended family with a cosmopolitan flavor in those days. Apart from the routine teaching duties, we were equally dedicated in guiding the students in the various activities and social services etc. We were witness to the growth of the college from a humble beginning in a thatched house beside river Siang to the present vibrant stage.
In this course of time, by virtue of seniority, I got the opportunity to serve this premier institute as the Principal from 1997 to Feb 1999. During this period, I did my level best for the overall development of the college.
After 2 years of dedicated service, in Feb 1999, I got transferred to Indira Gandhi Govt. College, Tezu as a Principal, where I served till my retirement on 1st May 2001. On the request of the Administration, I however extended my services at I.G.G. College, Tezu till Nov 2001. And thus by 2001 end, with an unexplainable pain in heart, I had to part from the land and people with whom I had developed a bond of love and friendship throughout these 34 years of service. Though in this last 12 years, this land was out of sight but it was never out of mind for me and all my family members.
Here I want to mention that while serving in Arunachal Pradesh, I got many an opportunities to shift to various colleges and two offers of administrative posts in Assam. I kept aside these offers as the love, adoration of the people here and the charm in being a part of this evolving education system amidst all hardship was the biggest passion for us.

Library awareness prog concludes
ITANAGAR, Feb 23: Coinciding with the inauguration of Annexed library building, the department of Public Libraries, Itanagar organized a two days Library awareness programme on February 22 and 23. Around 250 students from Govt secondary school, Ganga and Govt Middle School, Niti Vihar participated in extempore speech and storytelling competitions.
In the extempore speech competition, Dai Bate and Yapi Nyorak of Govt Secondary School, Ganga won first and second prize respectively. Third prize went to Soni Ragi Tamia and Tinku Bhowmik of Govt Middle School, Niti Vihar. In storytelling competition, Parmananda Kanti, of Govt Middle School C sector won the 1st prize. Second prize went to Mahindra Burman and Nivedita Gohain, Ganga Secondary School and Middle School, Niti Vihar respectively. Giogi Yalu of Govt Secondary School, Ganga won the 3rd prize.
Batem Pertin, deputy director of research department and Tarak Mize, deputy director of Public Libraries gave away cash prize and certificates to the winners of the competitions in presence of officers and officials of library department from various districts.
There was an interaction session among students and staff of the public libraries “on the importance of library as well as book reading habit of the students community.”
Talar visits Gyan Mission Orphanage
ITANAGAR, Feb 23: State Silver medalist Tassar Talar, Director Geology and Mining along with his wife Tassar Yami visited Gyan Mission Orphanage, Chimpu yesterday and distributed stationary items and sweets to the kids. Tassar, also owner of the orphanage and its campus, advised the orphan students to study hard and maintain discipline and asked them to stay neat and clean.

Rime to take part in leadership development prog
ITANAGAR, Feb 23: Arunachal Pradesh State Cooperative Union, Naharlagun, being an important Coordinating Agency of other State as well as national level cooperative organizations like National Cooperative Union of India (NCUI), New Delhi, National Council for Cooperative Training (NCCT), New Delhi etc. has sponsored Ribi Rime, Chairperson, District Cooperative Union, Aalo, West Siang district as one of the trainees to undergo "Leadership Development Programme for the Elected Chairperson/Women Directors of Cooperatives of India” with effect from February 25 to 27 organized by National Centre for Cooperative Education(NCCE) of National Cooperative Union of India (NCUI), New Delhi.
The training aims to make the participants aware/identify their role as board members to manage the cooperatives more effectively and efficiently through the specialized Training Modules framed by the Resource Experts of above organization. About 30 women participants from all over the country will attend the said training.
DIC conducts awareness campaign
NAHARLAGUN, Feb 23: The District Industries Centre, Capital Complex has conducted an awareness campaign on food processing industries at Administrative Training Institute, Naharlagun today.
The programme was conducted in order to provide first hand information to the local entrepreneurs about a programme launched by the Govt. of India for Food Processing Industries with a mission mode called National Mission on Food Processing.
Speaking on the occasion, Techi Kaso, MLA cum Chairman, Arunachal Pradesh Agricultural Marketing Board appreciated the department concerned for conducting such a useful programme for the upcoming entrepreneurs. He exhorted the participants to make best use the programme.
Earlier, Deputy Commissioner Sanjay Goel while highlighting on the available local resource in the state, said this mission on Food Processing would be a boon for the state as well as for the entrepreneurs. He also dwelt at length on wastage of resources due to absence of a processing unit.

State BJP executives assume charges
ITANAGAR, Feb 23: The new State BJP office bearers of Arunachal Pradesh today assumed the charges in its first extended meeting presided over by Party president Tai Tagak at the party headquarters here.
The state president administered the organizational pledge to the members of the new team and called upon them to inculcate the spirit of team work in them and said, “Our strength lies in our people and we must serve for the good of the motherland, its growth and development”.
The first extended SOB meeting decided to work in team spirit under the new state leadership and welcomed the decision of the party high command for assigning the responsibility of the state party chief to a sincere, dedicated and hardworking party worker like Tai Tagak.
