CM seeks people’s support to change the face of Arunachal

CHANGLANG, Feb 23:  The vision of Chief Minister Nabam Tuki for development and welfare of the people are slowly but surely taking shapes of reality. After Roing, Changlang becomes the other district headquarter that laid the first brick of the concept mooted by Tuki called the ‘Mini-Secretariat’ or ‘District Secretariat’.

Air-dashing to Changlang after a hectic celebration of the Festival of Arunachal, the Chief Minister today laid the foundation of a Mini-Secretariat at Changlang adjacent to the existing office of the deputy commissioner. He was accompanied by PWD, Finance and Planning Minister Chowna Mein and Agriculture and Horticulture Minister Setong Sena.

Besides the Mini-Secretariat, which will house all government departments under the same roof, another vision of the Chief Minister was also launched in this district supposedly infested by insurgency and drug addiction.

PWD Minister Chowna Mein did the honour of laying the foundation stone of Cement-Concrete (CC) roads for the township.

Tuki since the day he took over as Chief Minister a little over an year ago has been emphasizing on having mini-secretariats and CC roads in all the district headquarters.

In another fulfillment of his promise, Tuki, in presence of his accompanying colleagues and local legislators Tinghap Taiju and Phosum Khimhum, deputy commissioner Chanchal Yadav and host of officers, also laid the foundation stone for a new Circle Headquarter at Kantang. During his visit to Changlang earlier, responding to a public memorandum, he had assured to create a new administrative circle with its headquarters at Kantang.

Later addressing a huge gathering at the DIET Auditorium here, Tuki congratulated the people for the beginning of two important projects.

Appreciating the district administration for coming up with a well-planned design for the mini-secretariat, he expressed optimism that once the building comes up, an excellent office ambience would be created as well as provide easy access to the common citizens.

“In the next five years I assure we will change the face of Arunachal Pradesh and for it we need your support and cooperation,” he said.

Highlighting the steps initiated by his government, the Chief Minister appealed the people to wake up from slumber and work in earnest by utilizing their time efficiently.

“Sitting idle and killing time, thinking someone will come and pull you out from your condition, will take you no where. Even the sincerest of government and ablest of administration will not be able to help you if you don’t help yourself. Killing time is worse than murder,” he beckoned.

Changlang, he pointed, has all the potential to develop at par and even better than other districts of the state. Responding to a memorandum, he assured to take up with the Center for inclusion of the Nampong-Pangsu Pass as a recognized tourist circuit. He also sought proposals for construction of roads in unconnected areas of the district so that the Government could initiate these under PMGSY or other feasible schemes.

To an appeal from the Rang Frah Government College Students’ Union, Tuki sought detail status report of the defunct Tinning Mini-Hydel station and assured take it up in right earnest to resolve the problem of power crisis in the college campus. As an immediate relief, he sanctioned Rs 2 lakhs for procurement of diesel to run the DG set that supplies power to the college campus in view of forthcoming examinations.

Speaking on the occasion, Agriculture Minister and a native of Changlang district, Setong Sena assured Tuki of whole-hearted support from Changlang while endorsing the genuine demands of the people for their development and welfare. He, however, requested the people to hold patience as the Government will not be able to fulfill all the demands at one go. He urged the Chief Minister to take up the genuine issues on need basis and fulfill them in phased manner.

Sena suggested construction of a bridge over Tirap River near Rang Frah College, establishment of a de-addiction/rehabilitation center-cum-vocational training institute and opening up of a nursery for horticulture crops at Changlang.

Taiju and Khimhum also spoke on the occasion reiterating their appreciation and gratitude to the Chief Minister for his concern for development of the district while also placing issues of public importance before him.

... And now they become example for others

Staff Reporter

NYAPIN, Feb 23: S B Sharma, N Sahoo and Tadar Nyakum are as common as any common citizen. They don’t move in air-conditioned SUVs or live in palatial buildings nor are they any near to high flying bureaucrats. Sharma – an Assistant Teacher, Sahoo – a Senior Teacher and Nyakum – a Gaon Bura, are a lot far from the maddening crowd of white collar government employees.

Engrossed to the hilt in their daily chores, this Statehood Day came as a surprise and a relief too. At least their service to the society – which is far from any lesser than anybody – was recognized.

In a novel initiative, conceptualized by local MLA Bamang Felix, the Kurung Kumey district administration awarded the threesome with commendation certificates and cash during this celebration on February 20 at Nyapin putting on record the contributions made by them in shaping a better society.

When government employees, particularly teachers, resort to all means to remain away from or getting posted to interior parts of the state, Sharma and Sahoo completed 20 and 17 years respectively at one place of posting in remote Kurung Kumey serving sincerely without a word of complaint.

Sharma completed 20 years of service at the Government School in Longt-Lote while Sahoo is serving as Senior Teacher at the Government Higher Secondary School of Nyapin for 17 years.

And both are still going strong!

On the other hand, a simple villager with the added responsibility of a Gaon Bura of Dolo village near Nyapin, Tadar Nyakum is an environmentalist to the core. He might not be a doctorate in climate change, Greenhouse Effect or global warming, but he sure knows nature is what gives and sustains life in the vicinity of his village and nearby areas.

Nyakum through his initiatives has successfully managed to preserve forests and wildlife at least in his jurisdiction that can be attributed to a Gaon Bura. Globally his success rate may be insignificant but it takes a single first step to complete a long journey.

Congratulating the three, Felix expressed optimism that they would set examples for others to emulate.

“The sacrifices of Sharma and Sahoo and the determination of Nyakum might not draw attention of the world but their services to the society in their own humble ways are lessons to be learnt from. On this Statehood Day I salute them on behalf of the people of Nyapin administrative division in particular and Kurung Kumey in general,” Felix said in his speech.

He also appealed teachers in general to take their job seriously without looking for comfort and an easy life. While assuring that the Government under the leadership of Chief Minister Nabam Tuki is taking every possible step to provide basic facilities to the teachers in remote areas, he called upon the teachers to sincerely work on the job of shaping a better Arunachal by imparting quality education to the youths.

Felix further emphasized on preservation of forests and wildlife and called for more Tadar Nyakums to evolve from the area.

In a bid to propagate the concept, a massive tree plantation drive was carried out on the day. Tree saplings of various kinds were planted in the premises of the ADC office, health center, inspection bungalow and Police Station.

The celebration was also attended by all Head of Departments of Kurung Kumey District including Deputy commissioner,  Gaon Buras, Chairman and members of the Kra Dadii Multipurpose Society, students and villagers.

The only passage remained was a temporary Bamboo bridge constructed by colony dwellers themselves for more than a thousand populace residing in the left bank of Damsite Nallah and transport colony.

The mothers were the happiest of all since it was too dangerous for the small school going children during rainy season. Upper Subansiri DC visits Giba circle

Correspondent

DAPORIJO, Feb 23:  Upper Subansiri Deputy Commissioner Tahang Taggu along with DMO in charge and DDSE in-charge visited Giba circle headquarters following request of the villagers to understand the plight of the people in absence of almost all modern civic amenities and other basic facilities.

The general public and youths of the circle under the banner of Giba Town Welfare Society expressed their strong resentment over the present under developed condition of Giba and held the Sub-Divisional administration responsible for it.

Set up in 1980, the Giba circle is still devoid of basic amenities like electricity, road communication, health facilities. Villagers allege that government officials, including, administration, medical, school teachers etc are reluctant to stay in their posting places at Giba. The people’s hope for development of Giba after the creation of EAC post went in smoke.  Giba sub division comprises 29 villages.

Informing the DC that teachers hardly attend school for few days in a week, the Head Gaon Burah of the village said teachers’ absenteeism is ruining the career of students. Further, there has been no officer since many years to settle or give legal judgment at the time of minor conflicts among villagers, he alleged. Further, there’s no water supply and electricity which deprived the people from enjoying modern day facilities like, internet, mobile phones, TV etc., he lamented.

He also informed the deputy commissioner that people here have been facing lots of hardship due to lack of the medical facilities and other life saving drugs. He said that patients are usually brought to Daporijo District Hospital even for minor ailments due to absence of doctors. Instead of providing proper medical treatment to patients suffering from disease like TB, malaria, they are being left unattended at the mercy of god for want of doctors.  Due to lack of transportation proper communication, most of the patients succumb to their ailment before reaching to Daporijo Hospital, he claimed.

Every time, during the election period roads are somehow made motorable for campaigning purpose. After the completion of election, it again returns to its previous pathetic condition.

The 40-km-long Giba-Daporijo road, which was constructed during 1980, is lying in a dilapidated condition for ant of repairing. Many VIPs, VVIPs, MLAs and Ministers frequently visit through the road but no one comes forward to improve the road. Reportedly, crores of ruppes have already been sanctioned for the improvement of this road but there has been no sign of improvement and it remained as it is.

The grievances of the people have been highlighted before the authority concerned many times but everybody is lending a deaf ear to their problem.

Meanwhile, Giba Welfare Society, in a memorandum has appealed to the district administration for development of infrastructure, immediate posting of medical staff at Giba, six more teachers at the ME School Giba, renovation of water tank which almost got damaged and establishment of a veterinary dispensary at Giba.

During the visit DC inspected the schools and other govt. offices in the area.

Sanjoy cautions people against electoral malpractices

By Staff reporter

PANIA, Feb 23: Lok Sabha member Takam Sanjoy today cautioned the people about the electoral malpractices in the recent assembly elections in Nagaland which could doom the prospect of aspirants.

Addressing a huge gathering during the silver jubilee celebration of Kurung Kumey Christian Revival Church here today, he cited the glaring examples of seizure of Rs 1 crore from a helicopter of a candidate and arrest of sitting home minister along with arms in Nagaland by Election Commission observers.

Contrary to such practices, the people of Mizoram at the initiative of church-supported all powerful Young Mizo Association deposit any bribe given by any candidate to the EC observers on duty during election in that state. The EC hardly does anything to enforce the election code of conduct but it is the electors who adhere to it very strictly, the MP drew a contradictory comparison between the two NE states.

With the general election (Lok Sabha and assembly) due in Arunachal Pradesh, Sanjoy called upon the people to help democracy to take deep root by raising their voices against corruption.

He lamented over the electoral malpractices that undermines the democratic process, saying had the bureaucrats, politicians and the public remain honest, corrupt practices will cease automatically.

He exhorted the people to be tolerant, moderate and secular in true spirit of Article 14 and 15 of the Indian Constitution that makes nation secular commanding global honour.

Underscoring the importance of knowledge which could be gained through proper education, he empathetically told the gathering that education was the panacea to all ills confronting the tribal society.

The MP advocated harmonious living in the society rising above caste, creed and religion, saying ‘united we stand, divided we fall.’

The state and central governments are making all possible efforts for all round development of all parts of the state and the people have to volunteer themselves as will partners of development to contribute towards nation building, the MP reasoned.

MLA Takam Pario, in his address, said that the legislators being electoral representative reflect the aspiration of the people. They would be capable of working for the people only when they are allowed to do so by the people with their wholehearted support, Pario, said in his address, supporting the MP.

Numerous programmes including cultural presentation by the locals marked the event.

Meanwhile, this ADC HQ joined the second round of national immunization programme today with the MP administering polio drops to 10 tiny tots.

The local MLA, Palin, CO Rido Tarak and Pania MO Dr Gimi Tang along with para-medicos continued the programme the whole day. The programme aims at eradicating the crippling disease from the country.

A new species of catfish discovered in Arunachal Pradesh

ITANAGAR, Feb 23: The discovery of new catfish species under genus Pseudolaguvia has been published in a New Zealand based famous International Journal “ZOOTAXA” recently. This is the first new species under the said genus from the upper Brahmaputra River drainage system discovered by Lakpa Tamang, an amateur naturalist of the state. Prof. D. N. Das Principal Investigator, Fish Diversity Unit of the Centre of Biodiversity, Rajiv Gandhi University, Doimukh, informed that the recent discovery of this new species of this miniature catfish, named as Pseudolaguvia viriosa from Arunachal Pradesh is new to science. Tamang is grateful to Tapang Saroh and Jivoni Saroh of Sille village, who greatly and kindly supported and helped him in collecting the fish, about 1 km upstream from RCC bridge over Sille river during 28 October-2nd November 2011. The river Sille is a tributary of Siang River, near Sille village, East Siang district of the state.  On advice and support of Prof. Das, the species was described taxonomically by Tamang and deposited its holotype (Rgd.No. ZSI V/APRC/P-524) and 13 Nos of paratypes (Rgd.No. RGUMF 007) respectively in ZSI, Itanagar and in Rajiv Gandhi University Fish Museum.

Tamang says, the members of the genus Pseudolaguvia are small South Asian catfishes belongs to family Sisoridae. They inhabit hill streams and large rivers and so far known only from the Ganges River drainage (northern India) southwards to the Bharathappuzha River (southern India) drainage and eastwards to the Sittang River drainage (Myanmar). Including this new species, there are now only 15 valid species all over the world.

Diagnosis: The new species can be distinguished from other related species (congeners) in having a combination of the following characters: eye diameter 10–15%, interorbital distance 35–38% with proportion to Head Length. Body depth at anus 16.9–19.0%, length of adipose-fin base 12.5–15.4%, head width 21.5–23.5%, pectoral spine length 26.9–32.9%, caudal peduncle length 14.8–17.7%, caudal peduncle depth 7.4–9.8%, caudal-fin length 26.5–32.4%  and dorsal spine length 23.4–29.0% all expressed with proportion to Standard Length of the fish. Further it can be distinguished from the congeners in having thoracic adhesive apparatus reaching beyond base of last pectoral-fin ray, dorsal spine with anterior edge smooth or with rugose surface only on distal third of spine, 28–29 vertebrae, and one or more distinct pale bands encircling body.

As a naturalist, Tamang has exceptional interest on exploration of fish fauna of the state and as a result he has been able to discover two more new species of catfishes namely Erethistoides senkhiensis and Glyptothorax dikrongensis respectively from Senkhi stream and Dikrong River, Itanagar within last few years.

My life as a teacher in Arunachal Pradesh

Tarun Chandra Thakuria

It was in the year 1937, that I was born in a non descript village, namely Hudumpur in the Southern bank of the mighty Brahmaputra, under Palashbari Revenue Circle of Kamrup District of Assam. On the 26th of November of that year, I was born as the fifth child amidst the eleven children of my parents, Late Kaliram Thakuria and Late Puspalata Thakuria.

Our family, though a middle class one, of independence era was well known in the South Kamrup for proficiency in cultural matters and local issues, in which our family, especially my father showed keen interest. He happens to be the 1st Indian teacher, later promoted to the post of Headmaster of Assam Survey School, located at Jalukbari, Guwahati working with Britishers. His association with the Britishers perhaps made him an ardent follower of discipline, hard work and punctuality; the virtue which he tried to instill in us too.

Coming to my education, I started my journey from village Primary School, then did my matriculation from R.B. High School, Palashbari. I got the opportunity to do my graduation from Cotton College, Guwahati and M.A. from Gauhati University.

Being son to a teacher father, I too had a desire for the teaching profession. But, never in my dreams I thought I would be realizing my dreams in Arunachal Pradesh, then NEFA and will be so contend at the end, as I am today. As I always say, I came here by chance and stayed and worked here by choice, to my heart’s content. Perhaps it’s true for every one of our times who came to work in various capacities in Arunachal Pradesh and stayed to serve here till the last.

Before joining in Arunachal Pradesh, prior to 1967, I rendered my teaching services at my native place for brief period.

And finally, it was in 2nd January 1967, that destiny brought me to Tirap District of Arunachal Pradesh, as a Subject Teacher at Higher Secondary School, Changlang. The 4 years at Changlang was that of sincere and dedicated service and an environment & vigourity between teachers (mostly young like us) and our beloved students. The innumerable social service tours to the villages and the various extra curricular activities for the society, which we organized are still vivid in my mind.

Meanwhile in 1964, in Pasighat, the important town of undivided Siang District, the 1st college of Arunachal Pradesh — the Jawaharlal Nehru College was established. At that time, the administrative headquarter of NEFA was at Shillong.

I joined J.N. College, Pasighat in 1971 as a lecturer and thus got to be part of the budding Higher Education system of this state, the system which was started from naught by doyens of stalwart of Educationist like Indira Miri, Shyamlal Soni, J.B. Ganguly, A.C. Borthakur etc. to name a few.

The J.N. College lectureship days were one of the most memorable phase for me. The college fraternity with the students and staff were more like an extended family with a cosmopolitan flavor in those days. Apart from the routine teaching duties, we were equally dedicated in guiding the students in the various activities   and social services etc. We were witness to the growth of the college from a humble beginning in a thatched house beside river Siang to the present vibrant stage.

In this course of time, by virtue of seniority, I got the opportunity to serve this premier institute as the Principal from 1997 to Feb 1999. During this period, I did my level best for the overall development of the college.

After 2 years of dedicated service, in Feb 1999, I got transferred to Indira Gandhi Govt. College, Tezu as a Principal, where I served till my retirement on 1st May 2001. On the request of the Administration, I however extended my services at I.G.G. College, Tezu till Nov 2001. And thus by 2001 end, with an unexplainable pain in heart, I had to part from the land and people with whom I had developed a bond of love and friendship throughout these 34 years of service. Though in this last 12 years, this land was out of sight but it was never out of mind for me and all my family members.

Here I want to mention that while serving in Arunachal Pradesh, I got many an opportunities to shift to various colleges and two offers of administrative posts in Assam. I kept aside these offers as the love, adoration of the people here and the charm in being a part of this evolving education system amidst all hardship was the biggest passion for us.

The hardship we had to overcome and the dedication with which we worked all throughout our career perhaps had borne the fruits with the unexplainable love and respect of the people of Arunachal in general and our ex-students in particular.

I want to mention here that, my wife, Dipti Thakuria, also served as a teacher in various schools in and around Pasighat. My children, 2 daughters and a son did their studies in various institutes of Pasighat. I am glad that, our children when they left Arunachal Pradesh for technical education were no way inferior to their peers in scholastic aptitude, many of who studied in various metros of the country. Anyway, how can I think of their education outside Arunachal when my students who were also my children were studying here and we were here for uplifting them only. This is what Y D Thongchi and Jomin Tayeng spoke in a literary function organized at Guwahati on 8th Feb 2004 that, “Those who taught us did not work for their salary only. Self-dedication was reflected in their teaching. Instead of considering us as mere students they considered us as their own children.”

Lastly, I pray to the Almighty Donyi Polo that May Everyone Live in Peace and Harmony and May the Cosmic Energy showers all its blessings to the people of this land of Rising Sun. (Thakuria is a retired Principal of I.G.G. College, Tezu. He was felicitated by the Governor as one of the pioneers of Higher Education in Arunachal Pradesh  during the  two days conference of Higher and Technical Education at Itanagar on February 21 last.)
